About Pharmaceutical Technical University
Pharmaceutical Technical University (PTU) was established in 2022 in accordance with a Decree of the President of the Republic of Uzbekistan and a Resolution of the Cabinet of Ministers. The University is located within the Innovative Research and Industrial Cluster — Tashkent Pharma Park.
PTU operates in strategic collaboration with leading international higher education institutions, including the University of Sunderland and De Montfort University (United Kingdom), as well as Yonsei University (Republic of Korea). These partnerships support the development and delivery of internationally benchmarked academic programmes in Pharmacy, Life Sciences, Business Management and Data analytics.
The official language of instruction and institutional communication is English. All academic programmes are validated and delivered in alignment with international partner standards, and internal and external correspondence with international stakeholders is conducted in English.
Main Duties & Responsibilities
To maintain personnel records in compliance with applicable legal requirements To prepare proof of status requests, draft documents for leave periods and business trips, prepare and draft reports for financial stimulations, bonuses, and additional hours for Academic Staff To maintain a staff list of approved positions along with assigned salary To manage the process of obtaining and issuing labour books To communicate with the staff, university departments, and applicants to provide information and assistance regarding employment, formal procedures, personnel records To be responsible for reviewing relevant policies and current practices to ensure compliance with legal requirements To be accountable for drafting orders and employment agreements: approving these documents with the Lawyer, Deputy Rector and Rector To be responsible for preparing reports for the Ministry of Education, the Labor Exchange, the Statistical Department, the Military Registration Office, the Tax Office To prepare staff analysis: turnover, working experience, professional development, etc. To discover and use the most effective channels for potential sourcing candidates: internal advertisement; external advertisement - job ads platforms, alumni associations, social networks, etc. To lead employer branding initiatives towards increasing the HR branding of the University; To collect, review and screen job applications of candidates To handle timely communication with applicants through phone, email, etc. To organise short-listing procedures, assessment tests, personality tests, and interview sessions To attend each interview session as an HR observer to ensure that all the procedures and rules are followed and are transparent To perform background and referee checks To administrate post-interview procedures: communicating interview results, organization of post-interview meetings, providing brief-inductions To participate in induction programs: presentation design, writing welcoming letters, a tour of the premises, etc. To be responsible for identifying training and development needs within an organization through job analysis, appraisal schemes and regular consultation with managers To identify the need for specific training sessions by using different approaches: questionnaires, meetings, discussions, etc. Organising training and development sessions To monitor and review the progress of training programs through questionnaires and discussions with managers To be responsible for developing and implementing appraisal programs; To participate in the appraisal interview process as a panel member if needed by the HR team to lead an interview and monitor the effectiveness of the process; To participate and objectively provide feedback on performance appraisal to managers to develop an effective environment;
Qualification
1st degree in an appropriate area and preferably a postgraduate degree Be competent in Uzbek, Russian and English to a high standard
Experience
Evidence of work experience in administrative positions Evidence of teamwork and contribution as a team member Evidence of drafting, reporting and presenting legal documents
Skills and Abilities
Strong analytical, problem-solving and logical reasoning skills Strong interpersonal, presentation, written and verbal communication skills Ability to fill various roles, work effectively in a group and pay attention to details Understanding of the educational environment Strong sense of corporate commitment to the mission and objectives of the University.
