Cost Control and planning engineer

The Cost Control and Planning Engineer is responsible for managing project schedules, monitoring costs, and ensuring the successful delivery of storage tank construction and installation activities within approved budget and timeline. The role supports project management by providing accurate forecasting, progress tracking, and performance analysis.
Key Responsibilities
• Develop and maintain the project baseline schedule using tools such as Primavera P6 or MS Project
• Break down scope into work packages (engineering, procurement, fabrication, erection, testing)
• Monitor project progress and update schedules regularly
• Identify delays, critical path changes, and mitigation actions
• Coordinate with construction, engineering, and procurement teams
• Prepare and monitor project budget and cost baseline
• Track actual costs vs. budget (man-hours, materials, subcontractors, equipment)
• Perform variance analysis and highlight deviations
• Prepare cost forecasts (Estimate at Completion / Estimate to Complete)
• Control change orders and variation requests
• Support monthly cost reporting and financial updates
• Prepare weekly and monthly progress reports (schedule & cost performance)
• Produce S-curves, productivity reports, and KPI dashboards
• Support earned value management (EVM) analysis
• Provide management with early warning on risks and cost overruns
• Work closely with project managers, construction teams, and procurement
• Coordinate with subcontractors for progress updates and invoicing
• Ensure alignment between physical progress and financial reporting
Requirements
Education
• Bachelor’s degree in Engineering (Mechanical, Civil, Petroleum, or related field)
Experience
• 3–5 years in cost control / planning roles
• Experience in oil & gas / tank construction / EPC projects preferred
• Familiarity with storage tank projects (API 650 / industrial tanks) is a strong advantage
Skills
• Primavera P6 / MS Project (must have)
• Excel advanced (pivot tables, formulas, reporting dashboards)
• Knowledge of cost control systems and project controls principles
• Understanding of construction sequencing and industrial fabrication
🌍 Languages
• English: Intermediate to Upper-Intermediate (B1–B2 minimum)
• Russian or local language is an advantage depending on site location
